Chinese President Xi Jinping has called on Asia-Pacific Economic Cooperation (APEC) members to continue to focus on innovation, openness and green development, as well as inclusiveness and mutual benefits, to promote regional development.

Xi, speaking at the APEC Economic Leaders' Retreat on Friday in San Francisco, the United States, urged APEC members to stay committed to innovation-driven development. He said it is important to follow the trends of scientific and technological advancement, more proactively promote exchanges and cooperation in science and technology, and work together for an open, fair, equitable and non-discriminatory environment for scientific and technological progress.

The president also stressed the importance of staying committed to openness in development. He called on APEC members to promote free and open trade and investment, support and strengthen the World Trade Organization-centered multilateral trading regime, and keep global industrial and supply chains open and stable, and urged members to say no to any attempt to politicize, weaponize or impose security implications on economic and trade issues.

It is necessary to stay committed to green development, Xi added, and imperative to continue to promote harmony between man and nature, accelerate the transition to green and low-carbon development, and see to it that reducing carbon emissions and mitigating pollution operate in parallel with expanding green transition and promoting economic growth.

The president also emphasized the importance of staying committed to inclusive development that delivers benefits to all.

It is imperative to fully implement the UN 2030 Agenda for Sustainable Development, put development back on the international agenda as a central priority, develop greater synergy in our development strategies, and work together to resolve the global development deficit, Xi said.

He added that China remains committed to peaceful development, and said the fundamental purpose of the country's development is to enable the Chinese people to live a good life, not to replace anyone.

"We will pursue high quality development and openness. Chinese modernization could help to contribute to the modernization of the world at large in this new era," Xi, who noted that this year marks the 45th anniversary of China's reform and opening up, said.

He also called for joint efforts to promote Asia-Pacific cooperation to achieve more fruitful results and to build another "golden 30 years" of Asia-Pacific cooperation.

Chinese President Xi Jinping called for building an open, dynamic, resilient and peaceful Asia-Pacific community.

Xi made the remarks in his speech at the APEC Economic Leaders' Retreat on Friday in San Francisco, the United States.

APEC has played a robust role in promoting Asia-Pacific trade, investment liberalization, facilitation, economic growth and technological progress, as well as the flow of goods and people since the establishment of the economic leaders' regular meeting mechanism, according to Xi.

He urged the promotion of exchanges and cooperation in science and technology, acceleration of digital transformation, narrowing of the digital divide, and collaboration towards an open, fair, equitable and non-discriminatory environment for scientific and technological progress.

Xi advocated unwavering commitment to promoting regional economic integration, accelerating the establishment of a Free Trade Area of the Asia-Pacific, implementing the APEC Connectivity Blueprint, and sharing in the opportunities of open regional development.

Additionally, he reiterated opposition to politicizing economic and trade issues, emphasizing the importance of collaboration with APEC member economies in green development and calling for building a clean and beautiful Asia-Pacific region.

In his speech, Xi expressed that China remains committed to peaceful development and stressed the importance of staying committed to inclusive development that delivers benefits to all.

"China welcomes participation by all parties in the Global Development Initiative to deepen cooperation in poverty reduction, food security, industrialization and development financing and build a global community of development so that the fruits of modernization are shared by people across the world," he said.

Ladies and Gentlemen, 

Friends, 

It gives me great pleasure to be invited to address the APEC CEO Summit. I visited San Francisco many years ago, and I was deeply impressed by the openness, inclusiveness and creativity which this beautiful city is famous for.

Three decades ago, where humanity should be headed in the post-Cold War era was the question of the world, of history and of the times in front of Asia-Pacific leaders. In response, they followed the trend toward peace and development, and convened the inaugural APEC Economic Leaders' Meeting. They agreed unanimously to rise above the outdated mentality of bloc confrontation and zero-sum game, deepen economic cooperation and integration in the region, and build a dynamic, harmonious and prosperous Asia-Pacific community. This major decision enabled Asia-Pacific development and economic globalization to embark on a fast track of growth, turning the region into a powerhouse for world economic growth, an anchor of stability for global development, and a pacesetter for international cooperation. There is so much we can draw from this remarkable journey of Asia-Pacific cooperation.

— Openness and inclusiveness are the defining feature of Asia-Pacific cooperation. Development in our region has been achieved not through provoking antagonism and confrontation, pursuing a beggar-thy-neighbor policy, or erecting high fences around a small yard, but by staying open and inclusive and drawing on each other's strengths. We have stayed committed to open regionalism, jointly formulated the Bogor Goals and the Putrajaya Vision, promoted trade and investment liberalization and facilitation, and bolstered economic integration of the region. Over the past three decades, the Asia-Pacific has cut its average tariff rate from 17 percent to 5 percent, and contributed 70 percent of global economic growth.

— Development for all is the overarching goal of Asia-Pacific cooperation. Development is an eternal pursuit in our region. We have stayed focused on development and continually deepened economic and technical cooperation, thus strengthening the ability of developing members to achieve self-development. We jointly developed "the APEC Approach" based on the principles of voluntarism, consensus-building and incremental progress, and we respect the right to development of all members. Over the past three decades, per capita income in the Asia-Pacific has more than quadrupled, and one billion people have been lifted out of poverty. This is an important contribution to human progress and global sustainable development. 

— Seeking common ground while shelving differences is the best practice of Asia-Pacific cooperation. Economies in the region have different histories and cultures and are in different stages of development.

Forcing uniformity will not advance cooperation in the region; seeking common ground while shelving differences is the right way forward. Over the past three decades, we have properly tackled major challenges such as the Asian and international financial crises, and have sustained the momentum of economic development in the Asia-Pacific. Our success was possible because we have followed the underlying trend, kept the larger picture in mind, and capitalized on the spirit of partnership featuring harmony without uniformity, and solidarity and mutual assistance. This has enabled us to turn diversity in membership into momentum for cooperation and make collective progress through tapping into complementarity.

The world has entered a new period of turbulence and change. The momentum of world economic growth is sluggish. Destabilizing, uncertain and unpredictable factors are increasing. Where will Asia-Pacific cooperation be headed in the next 30 years? This is a new question of the times facing us. As an ancient Chinese scholar observed, "Plants with strong roots grow well, and efforts with the right focus ensure success." We should stay committed to APEC's founding mission, never forget our mission bestowed by history, and move to relaunch Asia-Pacific cooperation. 

San Francisco, where the United Nations Charter was signed, embodies the noble aspiration of all peoples for peace across the world. Peace does not come by easily, and development is a long and arduous task. We should jointly uphold the purposes and principles of the UN Charter, and follow the right norms for state-to-state relations to maintain Asia-Pacific prosperity and stability through dialogue and partnership rather than confrontation and alliance. The region cannot and should not be an arena for geopolitical rivalry, still less should it be plunged into a new Cold War or camp-based confrontation. 

The story of Asia-Pacific prosperity and development shows that development is only possible with cooperation, absence of cooperation is the biggest risk, and that decoupling and supply-chain disruption are not in anyone's interests. We should remain committed to open regionalism, and steadfastly advance the building of a Free Trade Area of the Asia-Pacific. We should respect laws governing economic development, bring out the best in each and every one of us, make our economies more interconnected, strengthen synergy between relevant regional trade agreements and development strategies, and build an open Asia-Pacific economy featuring win-win cooperation.

Facing a new wave of scientific and technological revolution and industrial transformation, we should look beyond the horizon, seize the opportunities, and move along with the trend to promote transition to digital, smart and green development. We should jointly boost innovation and market application of scientific and technological advances, and push forward full integration of digital and physical economies. We should jointly improve global governance of science and technology, bolster support for green and digital transition and sustainable development through innovation, and build an open, fair, just and non-discriminatory environment for the development of science and technology.

Ten years ago, I called for building a community with a shared future for mankind. The APEC Putrajaya Vision explicitly lays out its vision for an Asia-Pacific community by 2040, charting the course for further cooperation in our region. In recent years, in response to the pressing needs around the world, I have proposed the Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative (GCI). They are intended to galvanize all stakeholders to address global challenges, promote common development, and improve the well-being of humanity. China will work with all in the Asia-Pacific to advance and implement these initiatives, and build an open, inclusive, clean and beautiful world of lasting peace, universal security and shared prosperity.

This year, China's economy has been steadily recovering and turning for the better. Its growth rate is among the highest among major economies of the world. And solid gains have been made in our pursuit of high-quality development. China remains the most powerful engine of global growth, and will generate one-third of global growth this year. Just as some leaders of the business community have said, China has become a synonym of the best investment destination, and that the "next China" is still China. We invite friends from business communities across the world to invest and deepen your footprint in China. 

China enjoys distinct strengths such as a socialist market economy in systemic terms, a supersize market in terms of demand, a full-fledged industrial system in terms of supply, and abundant, high-caliber labor forces and entrepreneurs in terms of human resources. China's economic development is self-generative, resilient and has many potentials. In the past, China surmounted numerous difficulties and obstacles by defusing risks and meeting challenges, and made historic achievements. Today, the overall Chinese economy, blessed by its strong resilience, enormous potential and ample room for maneuver, remains promising, and it will remain so in the long run. We have the confidence in, and even more capability of achieving long-term and stable growth, and through our development we will continue to provide the world with new growth momentum and opportunities.  

China is committed to applying the new development philosophy with a focus on achieving innovative, coordinated, green and open development for all, and it is pursuing high-quality development and high value-added and green economic growth. Recent years have seen rapid growth in  China's export of "the new three," namely, new energy vehicles, lithium-ion batteries and photovoltaic products. A national voluntary greenhouse gas emissions reduction trading market will soon be launched, which will create huge green market opportunities. China will expedite its efforts to modernize the industrial system, provide better institutional safeguards to enable business entities of all types to share in the gains of development, and foster new drivers of growth and create more room for development. 

We remain committed to pursuing development with our doors open. We will unswervingly advance high-standard opening up and further expand market access. China has announced the removal of all restrictive measures on foreign investment in manufacturing. The sixth China International Import Expo was held recently, and the second Global Digital Trade Expo will be held later this month. All these steps will expand China's opening up and create more development opportunities and benefits for other countries. China is applying high standards to its implementation of the Regional Comprehensive Economic Partnership Agreement. It is working to align itself with the high-standard economic and trade rules of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement to advance the process of acceding to these two agreements, and expand a globally-oriented network of high-standard free trade areas. This year marks the 10th anniversary of the Belt and Road Initiative that I proposed. Last month, China hosted the third Belt and Road Forum for International Cooperation with 458 deliverables. Chinese financial institutions established a financing window of 780 billion yuan for Belt and Road projects, and Chinese and foreign companies reached business deals worth $97.2 billion. All this will contribute to high-quality Belt and Road cooperation, and provide strong momentum for connectivity, development and prosperity around the world. 

No matter how the international situation evolves, China's resolve to foster a market-oriented, law-based and world-class business environment will not change. And our policy of providing equal and quality services to foreign investors will not change. We will continue to improve the mechanisms for protecting the rights and interests of foreign investors, further shorten the negative list on foreign investment, fully ensure national treatment for foreign investors, and continue to strengthen IPR protection. We will strive to tear down the barriers to the flow of innovation factors, deepen reform of the digital economy, and promote free and orderly flow of data in compliance with the law. We will also take more "heart-warming" measures, such as improving the policies on entry and stay of foreign nationals in China and removing for them choke points in financial, medical, e-payment and other services. All this is designed to make it easier for foreign companies to invest and operate in China.

I wish to stress that Chinese modernization naturally calls for high-quality development by overcoming economic challenges and making steady progress. Its immutable goal is to deliver a better life to the whole of more than 1.4 billion Chinese people. For the world, this means a broader market and unprecedented cooperation opportunities. It will also instill strong impetus in the global modernization endeavor.

Chinese President Xi Jinping met with Japanese Prime Minister Fumio Kishida in San Francisco on Thursday.

The two leaders reaffirmed their commitment to the principles and consensus outlined in the four political documents between China and Japan. They reiterated the positioning of fostering a mutually beneficial relationship grounded in common strategic interests, and agreed to work together in building a constructive and stable China-Japan relationship that aligns with the requirements of the new era.

Xi expressed his pleasure to meet again with the prime minister. He said that during last year's APEC meeting in Bangkok, they exchanged views on the strategic and directional issues of bilateral relations and reached important consensus.

This year marks the 45th anniversary of the Treaty of Peace and Friendship Between China and Japan. Xi said that the treaty legally formalized the goal of peace, friendship, and cooperation, marking it as a significant milestone in the history of the bilateral relationship between the two countries.

Over the past 45 years, guided by the principles outlined in the four political documents between China and Japan, there has been a general trend of progress in bilateral relations despite some ups and downs. This trend, Xi said, has benefited peoples of both countries and contributed positively to regional peace, development and prosperity.

Currently, the international landscape is marked by a complex mix of risks and challenges. Peaceful coexistence, enduring friendship, mutually beneficial cooperation, and shared development represent the correct path forward, aligning with the fundamental interests of both countries, Xi noted. He stressed the importance for both countries to follow the historical trend, concentrate on shared interests, and appropriately manage differences. 

Major issues of principle related to history and Taiwan bear on the political foundation of China-Japan relationship, Xi said. He urged Japan to keep its word and stick to the principle.

Chinese President Xi noted the deep integration of economic interests, as well as industrial and supply chains between China and Japan, underscoring the need for deeper cooperation. He advocated for the protection of the global free trade system to elevate the level of mutual benefit and achieve a win-win situation.

Furthermore, Xi urged both countries to embrace true multilateralism, foster open regionalism, advance regional integration, and collaboratively tackle global challenges.

In terms of the issue of the discharge of contaminated water from the Fukushima nuclear plant into the ocean, Xi said that the action has implications for human health worldwide, the global marine environment, and international public interests. He urged Japan to earnestly consider both domestic and international concerns and address this issue responsibly and constructively.

For his part, Kishida Fumio said that the international community is currently at a historic crossroad, and Japan hopes to enhance high-level communications and dialogue with China, and foster positive dynamics in bilateral relations while upholding peaceful coexistence.

He said that Japan has no intention of decoupling from China and hopes to further promote cultural and people-to-people exchanges. He also stressed the importance of deepening practical cooperation in various areas, including the digital economy, green development, finance, healthcare, and elder care.

Additionally, Kishida reaffirmed Japan's commitment to its path of peaceful development. On the Taiwan question, there has been no change whatsoever to the commitments Japan made in the Japan-China Joint Statement, he said.

The two countries expressed positive views on the newly established dialogue mechanism for export controls. They agreed to maintain communication and coordination on international and regional affairs, and to jointly tackle global challenges like climate change.

Furthermore, both countries agreed to seek a constructive solution through consultation and negotiation regarding the issue of discharging Fukushima's nuclear-contaminated water into the sea.

The two sides also engaged in discussions on a range of international and regional issues of shared interest.

Chinese President Xi Jinping met with Sultan Haji Hassanal Bolkiah of Brunei Darussalam in San Francisco on Thursday local time.

Xi expressed great pleasure in meeting with the sultan as he did, this time last year, when they held a meeting during the APEC Leaders' Meeting in Bangkok, Thailand.

President Xi noted that the friendship between China and Brunei is deep-rooted and enduring. China and Brunei are each other's close neighbors across the sea, trustworthy friends and partners of common development.

Xi pointed out that over the past 30 years since the establishment of diplomatic ties between China and Brunei, both sides have continually deepened political trust, actively aligned development strategies, and achieved fruitful results in practical cooperation across various fields.

China and Brunei have maintained good coordination and cooperation on international and regional issues, and it has become a prime example of equality, win-win cooperation and common development between countries of different sizes. 

This year marks the fifth anniversary of the strategic cooperative partnership between China and Brunei, President Xi stressed, adding that China is willing to further enhance bilateral cooperation between the two sides, promote high-quality Belt and Road cooperation, and bring more benefits to the people of the two countries.

Xi said the Chinese side supports Brunei in following a development path that is in line with its national conditions and China welcomes Brunei to expand its exports of high-quality products to China, encourages more Chinese companies to invest and operate in Brunei.

China is also willing to expand practical cooperation in areas such as food security, digital economy and green development, and to carry out people-to-people exchanges in the fields of education, culture, tourism, health, as well as exchanges at local levels, Xi said.

Both sides should work together to push for positive progress in joint maritime development and safeguard peace and stability in the South China Sea, Xi said, adding that China attaches great importance to East Asian cooperation, and is willing to work with Brunei and other countries of the Association of Southeast Asian Nations (ASEAN) to promote regional economic integration and uphold the right path of East Asian cooperation.

On his part, Sultan Haji Hassanal Bolkiah congratulated China on the successful hosting of the Hangzhou Asian Games recently. He said that Brunei's friendly exchanges with China have a long history, and the relationship between the two countries has always maintained good development, with exchanges and cooperation in various fields progressing smoothly.

Brunei has always firmly adhered to the one-China policy, said the sultan, adding that the country attaches great importance to developing relations with China and is willing to continue strengthening cooperation in fields such as economy, trade, agriculture, fisheries, and green energy. The country is also willing to deepen cultural exchanges with China and actively promote high-quality development under the Belt and Road Initiative.

Brunei will continue to strengthen cooperation with China within the framework of ASEAN and looks forward to an early conclusion of a Code of Conduct in the South China Sea. The country is willing to strive with China to build the South China Sea into a sea of peace and friendship so as to promote regional peace and security.

Brunei is also willing to communicate closely with China on regional issues such as the conflict between Israel and Palestine, said Sultan Haji Hassanal Bolkiah.

Hernan Garces, a grandson of a Chilean cherry planter, is glad to see his family business has become a main cherry exporter to China. Boasting more than 80 percent of its cherries exported to China, Garces, manager of one of the biggest local cherry exporters, attributed his success to the sound business environment in China.

"The business environment in China is very friendly and there are endless possibilities," said Garces, who has moved his family to Shanghai to better manage his business.

The cherries, spanning the northern and southern hemisphere, have witnessed the constant interdependence and deep integration between China's economy and the Asia-Pacific economy.

Openness and common development

Despite different histories and cultures and stages of development, Xi stressed that seeking common ground while shelving differences is the best practice of regional cooperation.

Facilitating regional cooperation

Pointing out that the world has entered a new period of turbulence and change, Xi said the absence of cooperation is the biggest risk, and that decoupling and supply-chain disruption is not in anyone's interest.

He went on to say that APEC economies should "steadfastly advance the building of a Free Trade Area of the Asia-Pacific."

Facts speak louder than words. In recent years, China has continuously deepened economic and trade cooperation with other 20 APEC economies, and continued to contribute China's strength to the construction of the Asia-Pacific economy, according to China's Ministry of Commerce (MOC).

Specifically speaking, in 2022, the total import and export volume of China and APEC members was $3,739.08 billion, accounting for 59.7 percent of the total import and export volume of China, according to MOC data.

The data also showed in the same year that eight of China's top 10 trading partners are APEC members and China is the largest trading partner of 13 APEC economies.

Luo Rong, a researcher at the Chinese Academy of Macroeconomic Research, noticed that China's door is opening wider, its capability to use foreign investment continues to grow and its business environment continues to improve. "All those will inject new vitality and impetus into regional economic growth." 

More measures to invite foreign investment

Since China's reform and opening-up 45 years ago, APEC has become the first economic and trade organization that it joined.

At the new starting point, Xi said China remains committed to pursuing development with its doors open and will unswervingly advance high-standard opening up and further expand market access, adding that China has announced the removal of all restrictive measures on foreign investment in manufacturing.

The Chinese President also said no matter how the international situation evolves, China's resolution to foster a market-oriented, law-based and world-class business environment will not change, adding that its policy for providing equal and quality services to foreign investors will not change.

Xi also said the world's largest developing country will also take more measures, such as improving the policies on entry and stay of foreign nationals in China and removing obstacles in financial, medical, e-payment and other services.

For example, Beijing has streamlined the process of obtaining work permits and work-type residence permits for foreigners. All foreign talents working in Beijing are entitled to the convenient one-stop application service for the two permits at any of the 15 one-stop service counters across the city.

"All this is designed to make it easier for foreign companies to invest and operate in China," said Xi.

Chinese President Xi Jinping will participate in a family photo with APEC economies and guest economies, and attend an informal dialogue of leaders and a working lunch. 

Chinese President Xi Jinping said on Thursday that China has developed relations with Pacific island countries in a candid manner, without selfish motives or targeting any third party.

Xi made the remarks during his meeting with Fijian Prime Minister Sitiveni Rabuka on the sidelines of the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting. 

Xi also said that China's policy on Pacific island countries fully respects their sovereignty and independence, and does not attach political conditions or make empty promises.

As developing countries, China and Pacific island countries should strengthen mutual assistance within the framework of South-South cooperation, he noted.

Noting Fiji was the first Pacific island country to establish diplomatic ties with the People's Republic of China, Chinese President Xi said China is willing to work with Fiji to consolidate political mutual trust, expand practical cooperation, deepen people-to-people exchanges and push for continuous development of China-Fiji comprehensive strategic partnership.

Chinese President Xi Jinping on Thursday called for fostering new growth engines for China-Peru cooperation in digital economy and green development.

Xi made the remarks when meeting his Peruvian counterpart, Dina Boluarte, on the sidelines of the 30th Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting. He also said that the two sides should synergize their development strategies, and strengthen cooperation in traditional areas such as economy, trade, energy and mineral resources.

Since China and Peru established diplomatic ties more than half a century ago, the two countries have given each other understanding and support on issues concerning their respective core interests and major concerns, Xi said.

Bilateral cooperation between the two sides has developed steadily, Xi said, adding that the Belt and Road cooperation, in particular, has promoted the development and revitalization of the two countries and brought benefits to the two peoples.

Noting that this year marks the 10th anniversary of the establishment of China-Peru comprehensive strategic partnership, Xi said the two sides should deepen political mutual trust, strengthen strategic communication, firmly support each other in pursuing a development path suited to their national conditions, and work for more achievements under the Belt and Road Initiative.

Chinese President Xi said that China is ready to import more high-quality Peruvian agricultural products, and to encourage Chinese enterprises to participate in major Peruvian projects in accordance with market principles.

Both China and Peru have splendid civilizations and profound cultures, and the two sides should step up cooperation in education, culture, tourism, science and technology and youth exchanges, so as to set an example for exchanges and mutual learning among different civilizations, Xi said.

Xi stressed that under the new circumstances, developing China-Peru relations is not only in line with the common interests of the two countries, but also of great significance to building an open world economy.

China supports Peru in hosting the 2024 APEC Economic Leaders' Meeting, and stands ready to engage in close communication and coordination with Peru to reap new results in APEC cooperation, making new contributions to the economic recovery and long-term development of the Asia-Pacific region, and to the building of an Asia-Pacific community with a shared future, Xi said.

China is ready to work with Peru to promote the continuous development of China-Latin America relations in the new era, Xi added.

On her part, Peruvian President Boluarte said both Peru and China are ancient civilizations and their peoples enjoy a long history of friendly exchanges, noting that since the establishment of their comprehensive strategic partnership 10 years ago, the two sides have adhered to mutual respect and support.

She said Peru is committed to deepening relations with China and give better play to bilateral cooperation mechanisms, continuously upgrade the level of comprehensive strategic cooperation and strengthen practical cooperation in green economy and other fields. She added that Peru abides by the one-China principle and actively participates in Belt and Road cooperation.

Mentioning that Peru is ready to strengthen multilateral coordination with China, the Peruvian President said that Peru will take over the rotating chair of APEC next year and her country looks forward to working with China to promote inclusive and sustainable growth in the Asia-Pacific region, and promote the development of Latin America-China relations.

Chinese President Xi Jinping on Thursday called for expanding China-Mexico cooperation in finance, electric vehicles and other emerging industries.

Xi made the remarks while meeting his Mexican counterpart, Andres Manuel Lopez Obrador, on the sidelines of the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting. He also said the two sides should make good use of the inter-governmental cooperation mechanism and deepen cooperation in traditional areas such as infrastructure construction.

The friendship between China and Mexico has grown stronger over time, Xi said, noting that last year the two countries celebrated the 50th anniversary of diplomatic ties, and this year marks the 10th anniversary of the establishment of the China-Mexico comprehensive strategic partnership.

Xi said at present, the strategic, complementary and mutually beneficial nature of China-Mexico relations has become increasingly prominent, and mutual understanding and support on issues concerning each other's core interests and major concerns have become firmer.

China attaches great importance to China-Mexico relations and is willing to work with Mexico to enhance strategic alignment, tap cooperation potential and leverage complementary advantages to push bilateral relations to a new level, he added.

Bilateral trade volume between China and Mexico has increased by more than 7,000 times since the establishment of diplomatic relations and highlights of cooperation in fields, including railways, automobiles and new energy are abundant, he said.

Xi said the two sides should deepen counternarcotics law enforcement cooperation and actively support each other in organizing events for people-to-people exchanges such as cultural performances and exhibitions.

The two sides should strengthen multilateral coordination, firmly uphold multilateralism and democracy in international relations, and safeguard international fairness and justice, as well as the legitimate rights and interests of developing countries, Xi said.

Noting that next year marks the 10th anniversary of the China-CELAC (Community of Latin American and Caribbean States) Forum, Xi said China is ready to work with Mexico to promote the steady and long-term development of China-Latin America relations in the new era.

Xi once again expressed condolences to Lopez over the recent hurricane disaster that hit Mexico's Pacific coast. He said China will provide assistance to Mexico in the procurement of disaster relief supplies.

Chinese Foreign Minister Wang Yi said the summit meeting between Chinese President Xi Jinping and his U.S. counterpart, Joe Biden, on Wednesday went well, adding that it took place in a setting of mutual respect.

Wang Yi, also a member of the Political Bureau of the Communist Party of China Central Committee, told the media that the meeting was strategic, historic and in-depth.

The meeting lasted four hours, according to Wang.

He said the leaders offered views on the most pronounced issues confronting the bilateral relations, including adopting a correct perception of each other, properly managing differences and advancing dialogue and cooperation.

"In an atmosphere of mutual respect, the two heads of state had an exchange of views on strategic and overarching issues critical to the direction of China-U.S. relations and on major issues affecting world peace and development," Wang said.

"They had all-round discussions on addressing the Palestinian-Israeli conflict, the Ukraine crisis, climate change, artificial intelligence and other global challenges," he said.

Wang said President Xi gave a comprehensive and authoritative presentation on China's position on stabilizing and improving China-U.S. relations. 

Xi expressed hope that the two countries could be partners that proactively advance a cooperative agenda in areas where their interests converge, Wang told reporters, noting that Xi also pointed out that despite their different histories, cultures and social systems, it is not an option for China and the U.S. to turn their back on each other.

Wang said Xi and Biden have reached a consensus on over 20 items in various fields, including political diplomacy, cultural exchange, global governance and military security.

Both leaders have agreed to responsibly manage the competitive factors in bilateral relations, substantially increase direct flights between the two countries and establish a government-to-government dialogue mechanism on artificial intelligence, Wang said.

The foreign minister said both sides are committed to actions to reduce domestic emissions, with the joint aim of ensuring the success of COP28, maintaining high-level interactions and reciprocal visits and initiating negotiations for the renewal of the China-U.S. Agreement on Cooperation in Science and Technology.

According to Wang, the two sides have also agreed to resume the China-U.S. Defense Policy Coordination Talks and the China-U.S. Military Maritime Consultative Agreement meetings and to conduct telephone conversations between theater commanders in addition to announcing the establishment of a joint working group on combating drugs.

Wang said under the guidance of the two leaders, China-U.S. relations have navigated through reefs and perilous waters, journeying from Bali to San Francisco – an achievement not easily attained.

However, San Francisco is not the final destination; rather, it should mark a new beginning, he said, adding that China and the United States should and can find the right path for coexistence.

Chinese President Xi Jinping said on Wednesday that China is ready to invite 50,000 young Americans to China on exchange and study programs in the next five years to increase exchanges between the two peoples, especially between the youth.

Xi made the announcement at a welcome dinner in San Francisco. It is a coincidence that San Francisco was the first stop of Xi's maiden trip to the United States decades ago. Over the years, he fostered friendships with Americans, especially young people who hold the future of China-U.S. relations.

"President Xi is a strong believer in educational exchanges," said Patrick Erwin, principal of Lincoln High School, who accompanied Xi on the 2015 school tour.

In the year 2021, Erwin wrote a letter to Xi, telling him about the exchanges between his school and China over the past years and how the educational partnership is important to his students.

"It is a life-changing experience, both in terms of the travel itself and the exposure to the culture, the history and the Chinese people," Erwin said. "My students all want to go back to China and study in China."

A week ago, giant pandas Mei Xiang, Tian Tian and their male cub, Xiao Qi Ji, at Smithsonian's National Zoo in Washington D.C. have returned to China. Mei Xiang and Tian Tian arrived in the U.S. 23 years ago and bred four cubs there.

"I was told that many American people, especially children, were really reluctant to say goodbye to the pandas, and went to the zoo to see them off," Xi said, adding that China is ready to continue the cooperation with the U.S. on panda conservation.

"For any great cause to succeed, it must take root in the people, gain strength from the people, and be accomplished by the people. Growing China-U.S. friendship is such a great cause," he said.

The Taiwan question has remained top on the agenda of China-U.S. talks. Beijing has reiterated that the island is a part of China, and that issues related to the island are internal affairs that bear no external interference, while denouncing Washington's multiple rounds of attempts to seek connections with Taiwan, including sending high-level officials for visits and approvals of billion dollar-worth of arms sales.

The Chinese defense ministry has warned that the country's armed forces will put forth necessary forces if needed. "The People's Liberation Army will resolutely defeat anyone attempting to separate Taiwan from China and safeguard national unity at all costs," the ministry said on their official website on the matter.

In a press conference following his meeting with Xi, Biden reaffirmed commitment to the one-China principle. 

"I reiterated what I've said since I have become president, and what every previous president of late has said: That we maintain an agreement that there is One China policy," Biden told the press, adding "that's not going to change."

The U.S. president also said that he hopes China will not interfere in Taiwan's upcoming elections as the island is set to have its leadership election late January.

The two choices point to two different directions that will decide the future of humanity and the planet Earth, and China-U.S. relationship, which is the most important bilateral relationship in the world, should be perceived and envisioned in this broad context, he stressed.

For China and the United States, turning their back on each other is not an option and it is unrealistic for one side to remodel the other, Xi said, adding that conflict and confrontation have unbearable consequences for both sides.

Major-country competition cannot solve the problems facing China and the United States or the world, and the world is big enough to accommodate both countries, and one country's success is an opportunity for the other, said Xi.

Elaborating on the essential features of Chinese modernization and its significance, China's development prospects and its strategic intention, Xi pointed out that China's development is driven by its inherent logic and dynamics, and it is promoting the great rejuvenation of the Chinese nation on all fronts through Chinese modernization.

China will not take the old path of colonization and plundering, or the wrong path of seeking hegemony with growing strength. It does not export its ideology and has no plan to surpass or unseat the United States, Xi said. Likewise, the United States should not scheme to suppress and contain China, he added.

Five pillars for China-U.S. relations

Mutual respect, peaceful coexistence and win-win cooperation are the lessons learned from 50 years of China-U.S. relations as well as the conflicts between major countries in history, Xi said, stressing China and the United States should put in a lot of efforts to follow them. 

In San Francisco, the two sides should assume a new vision, Xi said, and he proposed to build together five pillars for China-U.S. relations.

First, jointly developing a right perception. China is consistently committed to having a stable, healthy and sustainable relationship with the United States. At the same time, China has interests that must be safeguarded, principles that must be upheld, and red lines that must not be crossed. It is hoped that the two countries could be partners that respect each other and coexist in peace.

Second, jointly managing disagreements effectively. Disagreements should not be a chasm that keeps the two countries apart. Instead, the two sides should look for ways to build bridges to help them walk toward each other. It is important that they appreciate each other's principles and red lines, and refrain from flip-flopping, being provocative and crossing the lines. They should have more communications, more dialogues and more consultations, and calmly handle their differences as well as accidents.

Third, jointly advancing mutually beneficial cooperation. China and the United States have broad common interests in a wide range of areas, including traditional areas such as the economy, trade and agriculture, as well as emerging areas such as climate change and artificial intelligence (AI). Under current circumstances, the common interests of China and the United States have increased, not decreased. It is important to fully utilize the restored and new mechanisms in foreign policy, economy, finance, commerce, agriculture and other fields, and carry out cooperation in such areas as counter-narcotics, judicial and law enforcement affairs, AI, and science and technology.

Fourth, jointly shouldering responsibilities as major countries. The problems facing human society cannot be solved without cooperation between major countries. China and the United States should lead by example, step up coordination and cooperation on international and regional issues, and provide more public goods for the world. The two sides should keep their initiatives open to each other or coordinate and connect them for synergy to the benefit of the world.

Fifth, jointly promoting people-to-people exchanges. The two sides should increase scheduled flights, advance tourism cooperation, expand subnational exchanges, strengthen cooperation in education and disability affairs, reduce negative factors hindering people-to-people exchanges, and encourage and support greater interactions and communication between their peoples, to cement the foundation for the healthy development of China-U.S. relations.

China, U.S. reaffirm Bali consensus

Xi elaborated on China's principled position on the Taiwan question. He pointed out that the Taiwan question remains the most important and most sensitive issue in China-U.S. relations. China takes seriously the positive statements made by the United States in the Bali meeting. The U.S. side should take real actions to honor its commitment of not supporting "Taiwan independence," stop arming Taiwan, and support China's peaceful reunification. China will realize reunification, and this is unstoppable, he stressed.

Noting that U.S. actions against China regarding export control, investment screening and unilateral sanctions seriously hurt China's legitimate interests, Xi said that the development of China is innovation-driven and stifling China's technological progress is nothing but a move to contain China's high-quality development and deprive the Chinese people of their right to development.

China's development and growth, driven by its own inherent logic, will not be stopped by external forces, Xi said, stressing it is important that the U.S. side take China's concerns seriously and adopt tangible steps to lift its unilateral sanctions so as to provide an equal, fair and nondiscriminatory environment for Chinese businesses.

Biden said that he and Xi had an important meeting a year ago in Bali. San Francisco is the gateway for Chinese immigrants to the United States, the place where the United States and China signed the UN Charter, and the first to establish a sister city relationship with China. It is fitting that the two presidents have another face-to-face meeting in San Francisco. He said he looked forward to a productive meeting, building on the basis set in Bali.

Biden noted that he has always believed that the U.S.-China relationship is the most important bilateral relationship in the world. Conflict between the two countries is not inevitable. A stable and growing China is good for the United States and the whole world. When the Chinese economy grows, it benefits the United States and the world, he added.

When the United States and China keep their relations stable, prevent conflict, manage differences and cooperate in areas of shared interest, they will be better able to handle the issues facing themselves and common challenges, said Biden.

He reaffirmed the five commitments he made in Bali, i.e., the United States does not seek a new Cold War, does not seek to change China's system, does not seek to revitalize its alliances against China, does not support "Taiwan independence," and has no intention to have a conflict with China. 

Noting that the two economies are mutually dependent, Biden said that the United States is glad to see prosperity in China and it does not seek to contain or suppress China's development or to decouple with China.

The United States adheres to the one-China policy, welcomes dialogue between government agencies at various levels, and is ready to maintain open and candid communication with China to increase understanding, avoid misperceptions and manage differences, he said.

The United States is ready to keep growing economic and trade relations and strengthen cooperation with China in such important areas as fighting climate change, counter-narcotics and AI, and is glad to see more direct flights and more educational, scientific and technological and people-to-people exchanges between the two countries, Biden said.

The two presidents acknowledged the efforts of their respective teams to discuss the development of principles related to China-U.S. relations since the meeting in Bali. They stressed the importance of all countries treating each other with respect and finding a way to live alongside each other peacefully, and of maintaining open lines of communication, preventing conflict, upholding the UN Charter, cooperating in areas of shared interest, and responsibly managing competitive aspects of the relationship. The leaders welcomed continued discussions in this regard.

They agreed to promote and strengthen dialogue and cooperation between the two countries in various areas including China-U.S. government talks on AI and the establishment of a working group on counter-narcotics cooperation. They agreed to resume on the basis of equality and respect high-level military-to-military communication, the China-U.S. Defense Policy Coordination Talks, and the China-U.S. Military Maritime Consultative Agreement meetings, and to conduct telephone conversations between theater commanders.

They also agreed to commit to working toward a significant further increase in scheduled passenger flights early next year, and expand educational, student, youth, cultural, sports and business exchanges.

The two leaders underscored the importance of working together to accelerate efforts to tackle the climate crisis in this critical decade. They welcomed recent positive discussions between their respective special envoys for climate, including on national actions to reduce emissions in the 2020s and on common approaches toward a successful COP28 and on operationalization of the Working Group on Enhancing Climate Action in the 2020s to accelerate concrete climate actions.

Following the meeting, Biden hosted a luncheon in Xi's honor. The two heads of state exchanged views on the Palestine-Israel conflict and other international and regional issues of mutual concern.

Biden invited Xi for a walk in Filoli Estate, and he escorted President Xi to his limousine to bid farewell.

The meeting was positive, comprehensive and constructive. It has charted the course for improving and developing China-U.S. relations.
